Seconda stagione della trasposizione animata del manga di Rei Hiroe, "The second barrage" come ovvio rappresenta la naturale continuazione delle vicende della Lagoon Company.
La vita nella città di Roanapur prosegue come sempre, portando avanti giorno per giorno la sua eterna alchimia tra malavita locale e organizzata. Improvvisamente però, una successione di misteriosi omicidi inizia a colpire uno dopo l'altro i membri delle principali organizzazioni presenti sul territorio (Hotel Moscow, Triade, Narcos e Mafia italiana), andando a minare seriamente i rapportidi fiducia tra le stesse. La reazione di Balalaika e dell'Hotel Moscow non si fa ovviamente attendere: in città viene emanata una taglia sulle teste dei responsabili, trasformando Roanapur in una vera e propria polveriera a cielo aperto.
